As we know that new changes are coming into force from 28th October. UKBA might release the new form days in advance so that anyone who is applying on after 28th October will have the new form available.

Do any senior members know how this will work? As I am applying just before 28th October will I be forced to use the new form as soon as it is released or do they give some sort of concessionary period and the two forms will remain available online until 28th October?

I don’t mind filling a new form but the only issue will be the referees bit. This cannot be done day or two before my appointment at NCS.

I would not worry in your case.

First, you apply before the 28th.
Second, I don't expect the form to change much so you can always keep the signed reference page and print the other sections (if needed).
Third, unlike visa/ILR applications in naturalisation application legally you can't get refused because of filling the wrong form (in fact filling in a form in not a legal requirement).

They usually will mention that applicants from 28th October 2013 should use the new form. Also till 28th October 2013 the old and new versions of the form will be around as was observed in Dec-12.
