Applying for Naturalisation with 15 month rule

I wanted to ask u guys if I can apply for naturalisation because I was given ILR in July 2013 after 21 month wait (can you believe that?!) I applied in October 2011 and have been waiting for a long time and because HO protracted my case as it says in section 7.5 can I apply for naturalisation even if I haven't finished my 1 year and has this ever happened to anybody else?
The reason I want to apply is because I have been offered a job that requires frequent travelling in Europe and I don't want to keep applying for visas. Help anyone?
