Neutralisation Application.. Valid foreign passport required

Hi All,
I need help with this question very urgently..please provide feedback and reply if you are 100% sure about this.
I am indian passport holder .. lived in UK over 5 years on HSMP and got ILR last year Nov 2012. I have a Biometric permit card showing this. My Indian passport is due to expire in few days time and i will be eligible to apply for neutralisation after 15th Nov.. Indian embassy is not being helpful in renewing my passport and said i need this and that and blah blah blah.. I am fed up with their excuses..I was wondering..that I have all the necessary documents like Biometric permit, payslips , utility bills ,references i can arrange. CAN I APPLY FOR NEUTRALISATION AND BRITISH PASSPORT with my Expired indian passport ( expires on 15th october, 2013) WOULD THERE BE ANY PROBLEM? M LOOKING TO APPLY ON 16th NOVEMBER ( exact 12 month after my ILR APPROVAL)
PLEASE SUGGEST !!

Thanks Jambo.. I should stop visiting Crazy Indian emabssy in London..
I will apply based on my Expired passport and as you clarified in that post It has record of all my travelling and between october 15 and NOV 16th i do not have any mean of travelling . BRP card is enough to provide my identity..(I also have full UK Driv License + Payslips and add proof)
