i had applied for my ilr on :6/09/2012 and received my approval in 05/2013.i am very sure the delay was not my fault.
can i apply for my naturalisation in december 2013 through the 15 month rule.

The issue is, the term protractedisn't defined and is open to interpretation.

If you're sure that the delay of the ILR was no fault of your own, then perhaps you can apply earlier.
