BC for EU and Commonwealth citizen

I am in the unusual situation of being an EU and Commonwealth citizen (Malta). I have lived in the UK for 7 years and now wish to apply for British citizenship. Section 1.3 of the AN form states:
1.3 Please say when you were given indefinite leave to enter/remain in the UK (not necessary if you are a Commonwealth
citizen with right of abode in the United Kingdom). If you are an EEA
national, a Swiss national or a family member of an EEA or Swiss
national you should read pages 8-10 of the Booklet AN.
I'm slightly confused about this - as a Commonwealth and EU citizen do I have right of abode?

You only have right of abode as a Commonwealth citizen if you qualify under the rules given here. Right of Abode doesn't apply to EEA nationals, whose rights are outlined separately under the EEA regulations.
