ELA from NARIC query

Hi All,
For the KOLL requirement, my wife's degree is recognized on the PBS. However, it does not allocate the points for the English requirement. (Her route has been WP Dependant -> Tier 1 dependant -> ILR)
Would NARIC be able to give an ELA certificate if I get the letter from her University saying degree was taught in English and provide it and the degree copies to them?
Has anyone tried this and been successful.?
