Very confused - help please on naturalisation

Hello everyone,
I am very confused and would kindly need someone's help to make sense of what the law says about naturalisation for EEA citizens.
I am an EU citizen and have spent the last 5 years in England (Jan 2009-now) studying (PhD).
In addition, I have spent another 18 months earlier (sep2004/jan2006).
Am I eligible to naturalisation now (jan 2014) OR do I have to wait another full year before I can apply?
Can I use the 18 months spent in 2004/2006 to sum up to the necessary time of residence?
