all previous passports of just the ones covering 5 yrs?

I went to NCS today to submit my naturalization application. I presented all my previous passports but the lady over there said I only need the ones covering the last 5 years (i.e. the 5 years qualifying period). So basically she took only two of them and did not send the third one.
Can someone please confirm if this is normal? I was applying on the basis of Tier1 + ILR basis.
