Wife's application for citizenship

My naturalization application has been successful, and now my wife should be able to apply as a suppose of British citizen since she has completed 3 years in the UK. She already has LITUK pass, and ILR since last April. I want her to apply immediately after my citizenship ceremony. Here is my questions;

1) She has passed PET of Cambridge. She is able to see over the internet that she has passed with a distinction. However, the actual certificate takes ages to be sent to us.I understand the UKVI does not actually need the original certificate. So how does it work? If I take an NCS application from the council before the actual pass certificate arrives, what it is that they ask to us in order to verify that her English is up to the scratch? How is it possible to verify the English pass without showing the official paperwork?

2) I literally want to go to my citizenship ceremony and apply for her citizenship, perhaps in the afternoon of the same day. Can this be done?
