Do British citizen's partner who is on Indian passport need schengen visa to travel to Europe (travelling together with BC holder partner)?

Yes a visa will be required, because the UK is not part of the Schengen agreement.

I believe what the OP means to enquire about is the EU Directive 2004/38/EC on freedom of movement. While I can not provide an answer, below are some links on this forum that would provide more information.

The Indian partner of a British citizen will need a Schengen visa before travelling.
If the non-EU spouse is in the UK on a UK spouse visa or ILR, the spouse does not have a Residence card for family of EEA/EU nationals and will need a visa to travel to Europe, it will make the trip a lot easier.
A Schengen visa for a spouse of a British citizen is usually issued free of charge and less documentation is required for the application.
