Application for Naturalisation

Hi all,
I got query about English language assessment. The story so far
My dear friend came to this country on Tier 1 in 2008 3rd August and his wife was already in UK on Work permit through an Indian MNC came on 16th July 2008, because she was already having Visa she never became dependent on her husband. After his wifes visa finished,she went back to India and got again Tier 2 ICT Visa and came back to the country. Now she changed to the dependant of Tier1 in October 2011and subsequently they both got ILR in 20th July 2013 (they both passed Life in UK test) now the questions is how to prove English language for his wife ?
Husband has expired IELTS so I dont see him to have any issues but what about wife what print outs she would have to take is it as if she was tier 1 dependant if Yes, then when should her Tier 1 begin from October 2011 if that is the case then, she only has engineering graduate degree (from India) which is recognised in PBS calculator but I am not sure about the rule change which happened in 2010 where you need atleast a post graduate to get certain points if she chooses October 2011 as the starting date.
What is the solution? Can she choose her husbands date inspite of she being on WP and TIER 2 ICT in PBS calculator untill october 2011?
