Is ILR required for registering a child born abroad for BC?

Hi,

Is ILR a requirement for registering a child who was born abroad for British Citizenship?
The child is currently holding EEA family permit and has been living in the UK for more than 3 years.

One of the parents just naturalised to BC and the other is holding ILR.

I have read through all the guidance of MN1 and believe it should be fine to register the child but am not sure about the ILR and wanted to be sure.

As the child was born abroad, this is application at discretion (section 3(1)). There are no normal requirements although it is expected the child to hold ILR (or PR). I would imagine that in this case, discretion will be applied even without a PR status under the EEA regulations.

Can I get more opinions/suggestions on this case please?

I have been reading all the posts regarding the similar cases here and found that some people failed the MN1 registration simply because the child doesn't hold the PR status.

Are there any successful cases to register a non-UK born child who does not hold PR status? Please share your experiences.
