Few questions regarding naturalization

Hi,
I will apply for naturalisation in the UK next week and I have some worries.
In March, I've been involved in a hit and run accident, basically scratching some other car and didn't report it within 24 hours, I was told there was no need to report when I contacted them couple of days later.
A week later I received a letter from the police as someone had reported it, and the letter was asking for my insurance details.
In the meantime, I already met the owner of the other car and exchanged insurance details, however I still responded to the police details providing all the required details such as "I met the owner of the other car Mr X and already exchanged details, the problem is solved between us" . I didn't receive any reply, there was no court order, and when I called the police station to confirm that my record was clean, they said that the case was closed and there were no penalties or convictions.
Now my question is, since there are no convictions or penalties involved in this, do I need to declare it on the form? I was told not to by the police over the phone.
Another question, it's the tv license people bugging me. I live in a shared house and I have no tv or any tv equipment in my room, I don't watch live tv at all. So I wanted to be clean and called these people to make NO TV declaration, took the name and the reference number of the lady I spoke to over the phone. Now when I check that reference on their website it says "You have a valid declaration". My question regarding this, would I have any issues that would affect naturalisation process (good character requirement)? Is this something that needs to be declared? Because I know that these TV people sometimes just take you to court with no proper evidence! If such thing happened, would my application be refused? I read somewhere that even if you're found guilty by the court, this is not a recordable offence therefore it wouldn't show anywhere on my record. Any opinion on this subject would be greatly appreciated.
One last thing: I need to provide Tax Office Reference number in my Form AN, I stopped working end of May 2013 and I started working again in June 2014. So, for this year I have an old P60 from 2013, and letters stating my tax code with Tax Reference on it (Paye Coding notice and Tax calculation). I contacted my current employer requesting it and they said they don't have it and told me to contact HMRC in order to find out. However I know that they won't give it over the phone so I'm worried that the Tax Reference in these letters I have wouldn't be accepted. Could you please share your opinion in this?
