child passport ,help please

hello everyone , i submit application for my child for british passport ,i complete my treaty rights already .on friday the examination team ring me and said that you was on low income between 2009-2011 ,so we need proof from DWP (department of work and pension) that you didnt claim any benefits between that time. i ring to dwp and they said they cant give me any letter or information .i dont know what to do ,between that time i was living with my mum as well so i have support from my mum too ,do i need to contact MP or should i contact examiner that they not providing me any letter ,please help me because they will not issue passport until i dont give them proof .(i didnot claim any benefits)
