I have received my ILR(Tier 1 5Years route) on 13 Nov 2013. So can i apply any time after 13 Nov 2014 or I am only eligible to apply from Dec 2014?

Will the count 13th Nov 2013 - 13th Nov 2014 = 12 Months completed or will home office count monthly as,

Nov 2013 to Nov 2014 and I will be eligible to apply from Dec 2014?

You can apply for Naturalization anytime after 13 Nov 2014 provided you fulfill all other requirements.
