mobile and flat tyre points

Good evening,
My friend have 6 points on his driving license. 3 for talking on mobile and 3 for a flat tyre. Its been more than 12 month since the points were issue.
He is applying for naturalization next week. Does he have to declare these points? We cannot see any section on the form which directly deals with speeding offences. he did declare these points on his indefinite leave to to remain application last year.
