Need Help Regarding FPNs and PCNs Before applying AN

Hi There,
Its 6:22AM and i am researching whole night to find the answer of my query.
Here is my Story.
1) I have ILR (After 10 years Long Residence)
2) Around 10 out of 11 years i was on the roads riding bike or driving Van and drove more than 300K miles (It was my Job)
3) During my 11 years, God knows how many times i recieved PCNs due to nature of my job. All PCNs were paid promptly and never challenged. I am not exactly sure but i may have been 2 or 3 PCNs issued in last one year.
4) I recieved FPNs three times. 1 for not having "L" plate in front of bike (3 points) 2nd for speeding (3 Points) and third for Speeding (3 Points). If i remember correctly first 2 were issued in 2005 ( Don't know exact dates and months). Third one i recieved last month. By the way i was cought on camera in 2012 for speeding but i chose to get lesson class, therefore didn't get any points for that.
QUESTION
=========
1) DO i need to declare this. If so then which one. ( As i really dont remember exactly how may PCNs i been Issued)
2) Will i be eligible to apply for naturalization or will it be refused.

I have read through al thia article. Its a little bit confusing. thats why i posted my question on this forum.
I am confused about what to declare or what not to declare.
do i need to declare my PCNs where i dont remeber how may and when i received those?
Do i need to declare my 3 FPNs, 1 the most recent one and other two old ones which are spent in 2009?
If I declare will i be refused on that basis?
Please note that all FPNs were not challeneged and paid promptly.
I applied ILR 1 year ago and never declared as if i have any civil penalty or criminal conviction.
A bit confused!

You need to mention your FPNs. You'll also need to send counter part if applying before 8th of January. I am not sure about how PCNs are treated by HO and it'll be better if a Guru can shed some light on that aspect. If PCN is treated as FPN then you can only have one in last 12 months.

Section 3.7 says
Note: We will carry out criminal record checks on all applicants. You must give details of all criminal convictions. This includes road traffic offences (including all drink-driving offences).
Fixed Penalty Notices (such as speeding or parking tickets) do not form part of a person’s criminal record and will not be considered in the caseworker’s assessment of character unless:
•the person has failed to pay and there were criminal proceedings as a result; or
•the person has received numerous fixed penalty notices.

When one FPN will not be considered in the assessment, then we suppose not to declare as it does not form a person's criminal record.
am i right?
