Fixed penalty notice for Speeding- more than 5 years old

Hi,
I am planning to apply for British Citizenship next week. I received conditional offer of fixed penalty from Kent Police Central ticket office on 01/09/2009 for a speeding offence ( SP30 ) on 08/08/2009. I accepted the offer and paid £ 60 fine, took 3 points on my licence. The points have been removed from my licence as the offence was more than 5 years old now. My qurey is, as it is not a conviction ( I received the notice from the police, not from the court ), do I need to disclose it in my application? Your valuable opinions in this matter is highly apprecitaed.
