EEA wife naturalization

HI everyone
I'm a EEA citizen working and living in the UK for almost 7 years and I would like to apply for British naturalization soon in my case I can use my treaty rights as a worker my question is can my wife apply with me. she's been in the UK the same time as me but never worked or study as she's taking care of our children (3 of then) as housewife.
she is also EEA citizen and under 2006 regulation she acquired permanent resident as a family member of EEA citizen exercising his treaty rights so my understanding is she has PR, witch is automatic.
but I called the HO in 3 different occasions and I got 3 different answers
1 yes she can as she is married with you and living with you when you were exercising your treaty rights.
2 no she can't as she need to be working and build her treaty rights and after 6 years she will be able to apply.( I found this strange as she already got PR with me )
3 she need to confirm that she has PR by applying for PR card and apply 1 year after that .
my question is can she apply as a EEA family member or not ?

(1) is right. She can apply. She doesn't need you to apply but will base her PR status on your treaty rights.

Thank you so much for your replay

Now my questions are on the AN form part 2 the Residence requirements.
In the question 2.4 and 2.5 she will need to put my details our leave it in blank.
Also I would like to ask if this proves are enough to prove her residence: first year she has letter from job centre with NI number, medical cards, hospital letters as well as joint tax credits and child benefit letters with me and the last 5 she has her name on council tax bill house contracts, joint bank account with me plus everything that she had on the first year we also are on electoral register.

2.4/2.5 should be your details.
The residence evidence sounds excessive. I would not worry about that too much.

Hi Jambo
I am in a similar situation.
I am a non eea national who has been married to a eea national since 2008. I automatically gain pr in 2013.
I applied for naturalisation early December 2014. I am a bit worried now because:
1) I did not apply for permanent residence
And
2) The new good character requirements that came out on December 11, 2014.
My worry is that because I did not apply for Pr they will use 10 years residence to decide my application instead of the original 5 yrs plus 1yr pr and that if they refuse my application I could face a 10 yr ban.
If God forbid my application is refused could I apply for permanent residence?

Why would they do that? Did you fill in section 2.4-2.6 for people under EEA regulations?
