British Passport Laminated Name Change deed

I made application for passport on 30/01/2015(via naturalization).
Got a letter today dated 05/02 that they the laminated name change deed is not acceptable. The guidance book and online doc clearly says that they accept the laminated document if they are for name change purpose only. Could have avoided this had they not put the exception in the document.
Additionally they also failed the photo on criteria 13 regd full face and background free from shadows. This is utterly ridiculous again as I have copy of photo with full face and white background with no shadow.
Called their helpline which acknowledged problem with requiring unlaminted deed but said that it would be quicker if I just post another copy.
I think the caseworker has not been properly trained but what can you do !!!
Just wanted to put it out so that people avoid sending any laminated document if they can, specially name change deed as they only need couple of line on a paper with one witness.
