Draft Legislation:This is a draft item of legislation and has not yet been made as a UK Statutory Instrument.
Still a draft. Lets see when it becomes a legal requirement.

Interesting draft, I'm wondering whether this draft is likely to become reality from April 2015, along with the fee increase.
Does anyone know how long it takes for changes such as these to become legal from the time the initial draft is released? I recall when biometrics were first introduced for visas and settlement, the legal changes were formally announced several months in advance. But don't know whether there is a standard time period when it comes to announcements such as these to become reality.

That's true

. I am in the process of debating (weighing pro's & con's of) whether go ahead with my naturalisation application planned for next week or wait. Having just found out that I would require a visa (previously just given at port-of-entry, but unfortunately no longer so) to visit/travel to my current country of citizenship after I naturalise (they recently reintroduced dual citizenship - but have not published the application procedure - which I was hoping would happen sooner rather than later... but doesn't appear to be.) .The fee increase and introduction of biometrics are two reasons I'd rather apply now...

I cant remember where but on top of my head I can tell you can still ask for destruction of biometric information after being Naturalised. How can you do it afterwards? I am not exactly sure.

I think Amber has mentioned how to go about requesting your biometrics to be removed in the thread below (I.e. current process). I see you too have also indicated in the same thread that if the new rules come into effect, this will no longer be possible as what's indicated is potentially to have biometric information of applicants to be held indefinitely in the future. So technically in my case (& others) where we have already submitted biometrics for former immigration applications I'm guessing when it comes to HO retention of biometrics, it would make no difference whether I submit my AN application now or after these rules come into effect - if they do.

I think, if this is introduced as a procedure, the time taken to process AN applications may also increase, as it involves an additional step. I recall giving biometrics both at a post office and a PEO for visas & settlement - with me waiting for multiple letters from HO, first acknowledgement, then request to submit biometrics and then the wait for the decision making process to complete.
At the moment I personally am leaning towards delaying my application, but will make the final decision over the weekend. Reasons on the waiting side are, being able to retain current passport with the hope of acquiring dual citizenship later this year, once the procedure is published as I currently hold long length US & Schengen visas for other travel at the moment. Logically if my interpretation above is correct regarding biometrics, the fee increase & potential increase in time required to process an AN application seem to be the main negative points when it comes to delaying my application at the moment.

Thanks for posting this. It looks like it is now coming into effect along with the fee increase on April 6th.
Have they published any information on how they intend to implement it? I.e. for example using NCS or PEO or Post office?
I see that they have published the final fees (no longer just proposed).

Yes they were published yesterday.
Biometric information is to check identity and fingerprints are kept till Home Office is notified of your Naturalisation.

As far as the PBS printout goes, I don't recall (unless I'm mistaken?) this ever being mentioned in the form (old or new), but it appears that it was accepted as a means to confirm if the degree would be considered acceptable & meet the English language requirement for naturalisation. Therefore I don't see a difference in the new AN form on this particular aspect of using a PBS printout. The official requirement in the form has always been to provide NARIC confirmation for overseas degrees.

It was not in the form. Acceptance of PBS printout was mentioned in the old guidance note but this has been removed now. What does it mean. Can't we use PBS now and they made NRIC mandatory
