Hello,
I have a minor traffic conviction from Feb 2014 (fine from court). I am going to apply for naturalisation and provide evidence of good character to have my application considered under exceptional grants (section 10 of annex D)
my questions are:
- can i apply via NCS in these circumstances?
- if not, can I still apply with certified passport copies in order to keep my passport as I travel regularly for business?
Thank you.

The NCS are unlikely to consider your application as it's likely To be refused. Why would your case be exceptional? Such a grant is very unlikely.

Thanks for your reply Amber. if a person has no other offences, spent or unspent, and can demonstrate regular involvement in voluntary/community service activities, would this not be considered as 'strong countervailing factors which suggest the person is of good character'? If not, what constitutes as such?

Unlikely, remember strong is highlighted, most people are expected to be good citizens as you describe I do not think they would be judged countervailing factors nor do I think it would be judged disproportionate to refuse you.

Thanks Amber. With regards to my original question, if i still decide to apply, can i send certified copies of my current passport/BRP?
