Nauralisation for a child born in UK

DearAll,
My brother was born in UK in 2005 - at the time were an asylum seeker
we were given our indefinite leave to remain in 2007
Now he is 9 and I (the sister) am applying for my naturalisation(on my own, I am 24),
I would like to apply for him as well with myself,
our parents are not applying,
does this mean that my brother cannot apply if my parents only hold our countries passport with the indefinite leave to remain visa?
or at least one parent need to apply with him?
he does hold a British birth certificate, when he was born they gave it to him.
