Re-consideration of the decision to refuse an application

Hello All,
Has anyone got any experience with the application form NR - Re-consideration of the decision to refuse an Application for British Citizenship? There is hardly any information available on this process and frankly, it leaves you pretty much in the dark and up to the mercy of whomever has been assigned your case file to reconsider.
As far as I am aware, they denied my application for citizenship because they decided on a whim that my English qualification, which I have had for 10 years is not valid in their eyes anymore due to RECENT security issues with the examinations. Apparently the acceptable qualification was revoked in August 2014, literally days before I submitted my application for citizenship. They wrote to me once to tell me it is not acceptable, that is when I responded to their letter by saying, that their documentation on their website still referenced to it, so how can it not be. The argument being, if you go into a shop and see a product for £1 with a label all over it saying it is £1, the shop has to sell you that product for £1 even if it should have been £10, as it is their mistake for not being clear and labelling it correct. Well, I did not put it to the Home Office like that but along those lines as diplomatically as possible, even asking for them to contact me further, should there be any further questions. Next letter I get, is a straight out refusal.... nice hey, not even a response to my question.
Obviously I submitted an even more diplomatic response via their NR form requesting they go over the evidence again on the basis that they did not keep the communication channel open. I did however, much to my annoyance go through a silly ESOL test and submitted that certificate with my appeal application form....
To date it has been roughly 3 months since I sent in the paperwork. I chased it up once via email and got NO response except the bog standard email response for queries. I phoned them and got someone to call me back, they basically said, that I should hear SOON.....saying, even that has been more than 2 weeks....
Anyone got any further advise to speed things along?
