Seeking Advice ASAP: English Certificate requested 2 weeks!

I am a 23 year old male who has lived in London since 1996 when my family came from Lithuania.
Attended British Primary School from year 2, completed secondary school got my 12 A*-B GCSE's, went 6th form and studied 5 subjects for 2 years, went college to study Accounting for 2 years, and Electrical Installation for another year; and have been working and paying taxes for over 4 years.
My parents and younger siblings have all acquired British Citizenship and British Passports sometime last year, but due to family rifts I was excluded from their proceedings...
I sent off my naturalisation paperwork Jan 2015, and at that point had no ID. My Lithuanian passport has expired over a year prior, and the only thing I had was my EEA Member state Residence Permit issued by the Home Office. I do have a Birth Certificate, but its from Lithuania.
After waiting for over 6 months in the dark, having spent a lot of time, money and effort - I receive a reply from the Home Office: Everything with my application is fine, but they are requesting part 2 of the knowledge of English language and life in UK requirementproof of English Speaking and Listening b1
and I quote:
They are requesting a valid passport or a biometric ID card to get a certificate sent out in a week, earliest.
I did not renew my Lithuanian passport because I spent my whole life in London, I do not have ties to that country. I thought if I applied for British Citizenship it would be a simple process, given that my family is all British now, and that I spent almost 4/5 of my life here!
Is there any way that I could get some ID Authorization to let me sit the exam? I cant fathom the thought of being robbed £900+ after waiting so long, for only a 2/3 week period to reply. I understand it was my mistake for overlooking, and neglecting the fact that English GCSE and A Level certificates mean absolutely nothing in applying for naturalisation.
I've got an appointment with an immigration lawyer tomorrow, but it feels like I'm running out of time and any possible prospects are dwindling. I hope someone can give me guidance, I feel like a victim of daylight robbery!

-.... do I need to apply for a Lithuanian Passport so I can get a silly Speaking and Listening Cert to become a British Passport Holder and Citizen?

So I go look up Trinity College London to book this stupid elementary level, display of the control of the English Language and lo-and-behold I do not meet the requirements for the ID criteria!IMPORTANT - If you do not hold an acceptable English Language qualification and at present but you intend to obtain one, you must ensure that your qualification certificate from an appropriate awarding body and is sent to us no later than the date specified,.... (17 jul 2015). If you fail to do so, your application for naturlisation will be refused. The date for receipt of this evidence will not be extended in any circumstances
