Mother ILR, Father European, Can register child use MN1?

Hi,
Mother has ILR based on 10yrs in UK. Father is from European lived in UK 12 yrs, but was student, no medical insurance insurance.
Both children born in UK before mother got ILR.
Can we register children based on mother has ILR using MN1?
I confused shall we fill the 3.13-3.16 on the MN1, if we do not want application based on father statues?

Yes, I did.
I did not find answers about this.
I filled form together with notes but not sure if I just do not fill 3.13-3.16.

Referring to pages 7 & 8 of guide, don't
both parents have to be settled (as child was born in UK
before they were settled).
Does father have settled (PR) status yet?

Okay, the Guide MN1 seems to be missing "one of" at the appropriate place in the text explaining a minor's eligiblity under section 1(3).
Any one parent having settled status is good enough.
See
Chapter 8 -> 8.1.1.1 for what the law says regarding registration under section 1(3) of the British Nationality Act.

Good point.
And regarding Q 3.13 - 3.16, each question has a clear
If-clause in it, for example:
If one of the parents is an EEA national and is claiming to have permanent residence since 30 April 2006
- so if no PR nothing to fill in.
