Countersignature?

Just a really quick question, someond may remember me, my boyriend qualifies for a British passport but he's Australian and applying from overseas there (his dad was born in UK). I understand a countersignatory is needed when applying for a "first British passport" but I wanted to check, does this mean if the person doesn't have any other passport at all, or just if they don't have a British one? ie. he has a current Australian passport, but since he's never applied for a British one before, he will still need a countersignatory yes?

Thanks, sounds kinda stupid but I wanted to double check before he makes his app, because sometimes the terminology on the gov.uk website is... confusing.

Yes - you need a counter-signatory for first British passport to satisfy the British passport office.
(They won't know anything about prior Australian or other passports).
