Born 1983 - if eligible for british citizenship/passport

Hello all,

My brother in law would like to ask if he is eligible to get a British passport based on the following:
  • - He was born in UK 1983.
    - Libyan parents.
    - At his time of his birth his father was studying in UK.
    - When born lived in UK less than 3 years.
    - Current citizenship Libyan.
    - Currently living in Libya as a business man.
Questions are:
  • - Is he eligible to apply for British passport? with above facts! which application type.
    - Is there any advantage of holding a British Birth Certificate?
I would appreciate any reply or information.

Unfortunately, no, if neither parents were settled nor British at the time of his birth.

How long did he spend in the UK after birth?

He/they moved out of UK 1985-1986

May i ask if there is any benefit "meaning will help his case for British citizenship in UK or abroad " with his birth certificate?

Not really. If he was born prior to 1 January 1983, then he would have been British.

what is the definition of "settled" in terms of uk immigration?

A person is settled, if he holds indefinite leave to enter/remain. That is, there are no time restrictions nor conditions on his stay.
