While your wife's child is under 13, I think that she may
register on Form
MN1 at the same time as, or after, her mother's AN
application.

As long as they have
settled status (ILR), the minor child can register for the privilege of citizenship up until (before) age
18.
There are no specific residency requirements for minors (especially for a child at young age, pre-teenage).
Note wife will have to apply to naturalise (assuming all requirements are met); applying for a first British passport is then a separate, final step.

As per the MN1 guidance, it is preferred & expected to be given.
That is unless you can demonstrate no paternal contact &/or no paternal responsibility &/or sole custody on mother's part.
Note Biological father's details to be entered in form as 'father' anyway;
stepfather does not figure in the application or in the MN1 form.
