when child becomes automatically british?

I'm from one of the EU countries, exercising treaty rights since 2004. Become permanent resident in 2011, not naturalized yet.
few months ago we had a baby and would like to get him british passport. I came across this info on gov.co.uk
"you’re automatically a British citizen if you were born in the UK after 1 January 1983 and 1 of your parents was a British citizen or settled here at that time. You don’t need to register."
Being permanent resident = settled ? correct? which means he can get british passport .
