Fixed penalty charge with statuary declaration

Hi, A Fixed penalty notice (50 pound) in May 2013 issued for my vehicle from DVLA. I did not received the notice in first time. I received an extra penalty charge few month after this. But I did a statuary declaration in a court, declaring that I have not receive the notice which was successful and I just paid the original fixed penalty notice. I did not got any point on my driver license for this. The fine was because my car run without insurance temporarily (few weeks) while my car was parked in my parking when I was on a urgent travel abroad and I did not have access to my credit card to pay the insurance. But when I backed I immediately paid the insurance. Just to emphasised that I never derived my car without insurance.
Am I safe to apply now for my naturalization as it is now the time? And if so shall I write all the details of this in the form including statuary declaration? Thank you for your respond.

It's an offence to keep an uninsured vehicle on the road.
As it went to court you need to declare it and only apply when to conviction is spent,

Thanks for your respond, just to clear it for myself.. my car was not on the road during this short period , it was in my private parking. So as soon as I back to UK I made the insurance and then I used it.
About the court I must say, I just choose to go to court myself to declare that I have not receive the first notice. But DVLA did not asked me to go to court for this. DVLA just sent me an extra penalty for being late.
Are these made any change to your respond?
If not how long I have to wait to be clean for this. Thank you.

I don't think he went to court.He said Statuary declaration (it could have been done with a private lawyer) but he done this in court,he wasn't taken to court by DVLA.
I believe he just need to declare it and shouldn't affect your application.
