UK Citizenship (Naturalisation) Refused 8th January 2016

Hello,
Last May I applied for UK passport having been here since the age of 15, I'm now 32. Received an acknowledgment letter a week or so after and money removed from my account first week of June 2015. On November the 12th a letter came through notifying me about the progress of my application and the extreme complexities it had and a delay was likely.
Last month December 10th home office requested an English language course, and needed my certificate by 29 of December 2015. I tried but could not find availability to sit a test before the required date and to buy me time, I thought it's a good idea to forward my English Language GCSE qualification from 2002.
This was not accepted and my application refused flatly leaving me with a hole of £1005 out of pocket..
I have now done the ESOL test and got the qualification but unsure how to proceed.. Will home office reconsider or is it too late, any advice will be greatly appreciated. My wife and my daughters are all British and think this is hilarious...

So you applied fully aware that you do not qualify!
Anyways,
ESOL qualifications are no longer accepted (since November 2015)
You will have to take an
approved test at an approved center, and apply for naturalisation again.

Also bear in mind that you didn't apply for a British passport. This is a separate application which can be made after British Citizenship is granted.

Well it seemed I clearly misread the requirements, maybe was slightly complacent about the whole process, I am where I am now.. Any advise, recommendations or do you think my case for reconsideration has no legs

You don't have grounds for reconsideration as HO didn't commit any
procedural errors here;
they simply followed their rules.
And there's no appeal right for naturalisation.
It's the
mother of all longshots (with no guarantees at all) but you could try & submit the certificate and a suitable covering letter - see what happens.
After all what have you got to lose (except test certificate) - & you
may happen to find a kindly caseworker on a good day.
But caseworker is perfectly entitled to ignore such an approach & deny the request.
If you do try then suggest send a reply-paid, self-addressed
Special Delivery envelope so you do get your SELT certificate back.
Otherwise it's simply a case of applying all over again.

Ensure that you only submit a test from the approved list that sushmedhta has posted for you.
