Arrival date and English

Hi ,
I came U.K 2007 as first time, them I went back to home 2009 .
I came back to U.K 2009 again.

Now what is the first arrival date should I put in my Naturalization application form?

2nd, I passed B1 test under Trinity college London, November 2013.
I applied for my ILR 2014 and it was successful.
Now I'm going to apply for my Naturalization. The question is do I have to do B1 again ?
What center I did B1 it is not in the list of home office approved center .

Please anybody make answer is your best what will help me to make a decision.

You don’t need to prove your knowledge of English if you:
1. met this requirement, on or after 28th October 2013, in order to obtain settlement (ILR or PR),

Based on above, sounds like 2007.
