I was issued ILR on 20 April 2015.

My question is, can i book appointment and submit my application for citizenship at Nationality Checking Service on 19 April 2016 ??

Unless married to BC you need to be free from immigration time restrictions for 12 months.
In your case, doesn't that mean apply on or after 20 April? (as date of NCS interview is date of application).
