Holding mobile and points on license

I was stoped by police for holding a mobile phone while driving on 01/04/16 and I was told I will get points+fine. I haven't received any letter from police or dvla and I checked my driving license record on dvla website and it shows I don't have any points. My question is shall I apply for natralization without mentioning any thing in form as its been nearly a month and online dvla record doesn't have any points on my license?

Did the police officer give you anything at the roadside or tell you that you would be reported for prosecution?
Normally they would issue a fixed penalty on the spot, but if you are being considered for summons to court, it could take up to 6 months for paperwork to arrive.
Although unlikely, you may have got away with it.

Can I apply for my natralization before I hear any thing from court ?. Police officer told that I will get 3 points and £100 fine but till now I did not hear any thing.
Hopefully my application should be processed with in 6 months(before I hear any thing from court).

Yes you can apply, but you must inform HO of any change of circumstances (eg if you get a court summons).
What you are saying doesn't really make sense, if the officer told you that you'd get 3 points and a £100 fine, he should have issued a fixed penalty notice (FPN) on the spot. If you go to court for this offence the fine will be much more than £100.
