Citizenship Approval but no invitation

I wonder if some one can shed some light on my situation or maybe someone in similar situation.
Its been 4 weeks now since I received my citizenship approval letter but to date no invitation letter. I contacted the HO but they advised me to email Citizenship Support team. Its more than 10 days now to the email and no response. I tried contacting my Council to book citizenship ceremony but they said they didn't receive any confirmation from HO so I should wait for the invitation letter.
Is anyone in similar situation? Any suggestion what should I do next?
