UK NARIC - 2 REFERENCE LETTER

Hi,
This morning called home office, they said they need the reference from UK naric, even though we got ILR after 28 oct 2013.

anyways my wife got UK naric - letter- for english language assessment
now
can we go for UK naric - statement of comparability ( degree qualification), which is 55 pound

or do we need to go for this new uk naric visa and immigration letter which is 150 pound

i am guess since we already got 1 letter from uk naric, we can just go for qualification comparability letter by paying 55 pound,? please any body advise, if that is acceptable 2 individual reference letters?

why do you need two letters? is it there in guidance? i think esol letter is enough.

First problem is nothing is clear in the guidence
1. we got ILR, by proving our english language by providing degree/letter from university/points based after 28th oct
2. now we want to apply for naturlisation and rang NCS, they said have you got UK naric? and said rules changed?
3. so rang Homeoffice, they said have you got 2 letters
4. called uk naric, they said do what home office said
5. my question , since i got english assessment from uk naric, can i just pay 55 pounds and get uk naric qualification comparability certificate or pay 150 and get letter from the new uk naric visa and immigration?

which one is accepted? is my question? i want to save money? there is nothing clear in application?quidence notes? application /websites says something, uk naric says something, ncs says something and home office says different thing? where do we go and where do we stand?
