Holding a PR for 12 months before applying to Naturalisation

Hi,
I am EU (Italy) and living in UK for 18 years. I received my PR in February 2016 and I was told to wait 1 year. Two friends of mine have received their PR in March 2016 and they were told to apply in September.
Why is that??? if anyone can provide advice I would appreciate. I feel discriminated by the Home Office for no reason at all.

It really depends which period you used to evidence your right to PR. If you used a period that ended at least a year ago, you can apply as soon as your DCPR arrives as the HO caseworker would record the PR date in their database. You can check which PR date they have recorded by submitting a SAR (Subject Access Request) or by having the NCS phone them up on your behalf at your appointment.

If you had automatically acquired PR for at least 12 months prior to your naturalisation application, then there is
no need to wait.

Among bills and P60, I have included a letter from my current employer stating I have been working for them full time for the last 7.5 years. is this enough evidence?

Almost certainly. I submitted a load of evidence showing I was working for the period 2009-2014, but I also had a letter from my employer confirming I had worked there since 2007. HO disregarded all the other evidence and recorded my PR date as 2012; 5 years from when I started working.
I got my DCPR in February 2016 and applied for naturalisation in March 2016, and it was approved.
