Naturalisation - earliest possible application date

One of my friend had weird situation. He got ILR on 25th Aug 2015. But he was away from UK 25th Aug 2011 about three months. He took flight from London on 24th Aug 2011. He met all other requirements, Is he ok to apply on 24th Aug 2016 or He need to wait for 3 months and apply 25th Nov 2016.
Please help.

I have raised FOI request, But still no solid update. If some one can help on this, It will be a great help.

Its very clear and not negotiable.
Provide proof of physical presence in UK 5 years before date of application.
Why risk instant refusal and loss of fee; apply at a time for which that indubitable proof is available.
