Naturalisation for Child under 18 & Born Abroad

I would like to double check, if it is possible for a child under 18 (14 years) to register as British in the following scenario;

Child: ILR and born abroad and came to UK with his parents when he was just few months old.
Father & Mother: Both on ILR and not willing to apply for Naturalisation due to some personal reasons and would like to keep their country of origin citizenship.

I would be grateful, if seniors could help me out and answer my question.

Possible but difficult as registration is at discretion of the Home Office.

He was just 9 months old, when he came here with parents.
