Provided you have the valid passport of another country and do not have a British passport, then yes.
Remember that a CoE-RoA only allows entry to the UK and is not accepted as a valid document proving British citizenship to other EEA countries. So, when travelling to other EEA countries, you will need to prove your British citizenship by other means (not sure if they will accept a naturalisation certficate).

Hiļ¼Simon, Thanks a lot for the reply. much helpful! Another question is I am now in UK, can I apply for it inside the UK? according to some documents I searched online, they said I can but my passport need show entrance stamp to prove I am in the UK. HOWEVER My current passport(another country) don't have this stamp as the boarder officer din't stamp on it (I hold my Previous BRP and the passport and the naturization certificate when passing the boarder, and they took my BRP away and din't stamp on my passport ). In this case, can I send my flight ticket with boarding pass with application or I must ask the boarder to stamp or I apply this outside UK after I am back to the country of which I hold the passport?
sorry for very long questions, much appreciate!
