My mums naturalisation as a british citizen was refused

Hi im wondering if any1 can help me please. my mother was refused based on overstaying and using nhs without permission. (i dont understand why the issue of nhs is still coming up..........when she was deported back and we re applied for her as a dependant, the nhs issue came up. we made enquiry from her gp of all outstanding payment and the bill was settled with the gp (we have a letter from the gp to confirm this).
On appeal, her application was granted.

What is her full immigration history, including if/when she arrived as a visitor?
When was she deported?
What 'dependent' visa did you apply for and when?

Think OP means initial dependent visa (ADR??) was granted on appeal. Citizenship apps have no appeal process.

It would be as mother clearly apply for BC and was refused. We need the full history to offer any valuable advice.

To the OP: Immigration and naturalisation are two separate processes and are governed by different laws, different rules and different requirements. Completing one does not mean that you complete the other.
The immigration pathway ends at ILR. Naturalisation is a different and distinct process with different requirements.
One of these requirements is that the applicant is of "good character". If your mother had overstayed in the past, that would count against her good character and typically naturalisation is refused for a 10 year period starting from when the overstay ended.
Using the NHS while not being entitled to it similarly would have counted against her good character, even if paid for later on.
