Timing of applications once residence document obtained

Dear all,
By normal EU law operation I acquired permanent residence in October 2015. Then I filled out an application (EEAPR) and in January 2016 I obtained a document that certifies my permanent residence in the UK. To clarify, date of issue on the document is January 2016.
Now I'm about to apply for naturalization. Can I apply in October 2016 or should I wait until January 2017 ?
There seems to be quite a lot of confusion online about this issue =)

October 2016 - 12 months from when you acquired PR. If you're unsure of the date you can request a SAR.

Unfortunately much of the confusion lies in the HO with incorrect decisions still being made due to misunderstandings around relevant dates.

yeah, I don't want to pay around £1200 just to find out that I applied 3 months before I was eligible to make my application

October is earliest time anyway (if not married to a BC).
But get the SAR.
And apply via NCS - risking only NCS fee.

Cool. I'm glad to find out that when using NCS I don't risk entire sum of money.
Bonus question - let's assume they reject my application due to residency requirements. Can I easily re-apply in january 2017 or will they advice me not to send anything until 2019 (or some other crazy date in the future)

Residency is a totally separate matter from PR which is about immigration time restrictions.
So your question doesn't make sense unless you have a residency issue. Do you?

What reason do you have for assuming you'll get rejected on residency grounds?

Hi,
no residency issues at all. I hope that my paper work is tip top. I'm just worried that they will look into date of issue on my PR and reject my application on the grounds that I didn't wait full 12 months since I obtained PR. (which is obviously not true)
