Passport application countersignatory

Respected members,
I'll appreciate your help please.
I am just about to apply for my passport and am at loss as to if one of the two people I want to use qualifies as countersignatory
1. Occupation ( Project Planner) , Degree ( Msc Project Management )
2. Occupation ( Process engineer) , Degree ( Chemical Engineering) , not chartered engineer or a member of any professional institute
I will appreciate any advice please.
