BC for HSMP(Judicial review) holder

Hello,

I am on ILR under HSMP judicial review..I am now planning to apply in April 2017 for BC

Couple of Qs:

1)Do I need to give English language test?During ILR I was exempt bcoz of JR.
I have done some home work:
https://www.gov.uk/english-language/exemptions :says that

"a highly skilled migrant applying under the terms of the highly skilled migrant program (HSMP) judicial review and your dependants" are exempt.

So just double checking that is that fine?

2)While applying for ILR i was also exempt for Life in Uk test bcoz of JR.
But for BC, am I exempt?I dont see exemptiong list for Life in UK test

3)I got my ILR on 15th May 2016(BRP date).I am planning to go to NCS service to apply for BC.
HOW SOON can i go for NCS?Which date do they consider for qualification?The NCS date or the day documents are sent by council?

From the same link you provided, it also says :
If you’re applying for citizenship
There are no other exemptions if you’re applying to become a British citizen. You must have a relevant English language qualification even if you were exempt when you were granted settlement.
So you and your dependents need B1 English and LIUK.

Application date is the date of your NCS appointment. There is no 'apply early grace period' for citizenship. You must have held ILR for a full 12 months before applying. You must also make sure that you and your dependents were physically present in the UK in 2012 on the exact same date as your NCS appointment. If you were not physically present (and this includes any absence from UK) at the start of the qualifying period, your application will be refused.
