Naturalisation after PR EU spouse

Hello every one can some one please help me I am bit confused. I want to apply for naturalisation. Here is my history came in UK Jan 2004 got EU spouse visa in May 2011 and last year Sep 2016 granted PR on EU basis. I been to my solicitor he stated that you can apply for naturalisation because you are living with your spouse more than 6 years but HO form said after 12 month of PR you can apply for naturalisation. Can some one put light on it help will be appreciated thank you.
