Referee for naturalisation process

Dear forum members and respected Gurus,

I have a question, can part-qualified accountant (not British citizen) holding position of an assistant management accountant be one of the referees for naturalisation application?

Not if only part qualified. As an accountant, the referee will have to be registered with the relevant regulatory accounting body to be considered professional referee.

Yes, the person is a registered member of the professional body (CIMA) but still part-qualified, according to him 4 exams away from full qualification.
So it means he cannot be a referee then.

Correct.
Part-qualified means he is a registered student member, without letters ACMA or FCMA.
