JCAP - Pay Passport by Cheque??

Hi,
I have a quick and urgent query, i am applying via JCAP in next 2 days, but i want to pay passport fee by cheque, where council is saying on webiste to pay by debit card, and fill in card details, can i pay by cheque? urgent help needed..
P.S. Naturalization form AN fee can be pay by cheque then why can't pay passport by cheque?
