I am just wondering , if i want to book a private ceremony , does it have to be with my council ? or can I do it with any of the near- by councils ?

My understanding is that it can only be booked through the designated Council. If you want to change this the process is lengthy, requiring the Council to notify the HO who will then forward this to the new Council where you want to attend a private ceremony.
