NON-EEA Spouse PR for British Naturalisation Query

My Timeline is below;

I have recently got the PR (Spouse of an EEA National, Married Forever).

The letter accompanying the PR states the date of acquiring the PR as December 15 2016 whereas the issue date mentioned on the PR Card is June 15 2017.

1- According to this info, would you please advise as to when i will be eligible to apply for British Naturalisation?
2- What English language course is required these days along with the Life in UK test?
3- Is it wise to do these courses now before my eligibility becomes due?

1. 1 year from 15 December 2016
2. See AN guide for list of acceptable English tests
3. No harm in doing so

One last question please; how soon can I lodge an application for Naturalisation before maturing the One year wait (holding PR from the date of acquisition) ?

You must wait a full 12 months from date you attained PR.
